One chain, from request to archive.
A request arrives through the portal, by e-mail, or as scanned post. It is registered and numbered, routed to the right department, and carries its statutory deadline until an official answers it — with a document signed under their own qualified certificate and archived as PDF/A. We build that chain end to end, so every step is attributable. Where a service carries a fee, payments settle directly to the institution's own treasury accounts — the software never holds the money.
